Florelle Tissue will invest $3.5 million and create 75 jobs in Brownville, New York. The Canadian company will purchase the vacant, 95,000-square-foot Brownville Paper Mill. Florelle expects to open the plant in the beginning of 2011.

Florelle worked with the New York Power Authority (NYPA) on a reduction of energy costs.

"The discounted power will reduce overall production costs and improve cash flow to help the company establish itself and grow more quickly," said Harry Minas, company president.

The Jefferson County Industrial Development Authority, State Office of Community Renewal's Community Development Block Grant program, Development Authority of the North Country, and the Jefferson County Local Development Corporation all provided incentives. Empire State Development has qualified Florelle for Empire Zone program benefits, including 75 percent property tax rebates. It will also extend a $250,000 grant to the company for new equipment.

Florelle plans to produce paper towels, napkins, and tissues at the facility and export them back to Canada.
