President Bush has signed the Energy Independence and Security Act of
2007, a national energy plan that includes provisions to raise
automotive fuel economy standards for the first time since 1975. The
new law requires automakers to increase their fleetwide fuel economy
standards for cars and light trucks to 35 miles per gallon by 2020. In
addition, fuel producers will be required to increase their usage of
biofuel to 36 billion gallons by 2022. The new law also updates the
Energy Policy and Conservation Act to set new appliance efficiency
standards, including the phasing out of certain types of incandescent
light bulbs by 2020. Federal buildings will be required to speed up
their use of energy-efficient technologies, and new or renovated
federal buildings must use 55 percent less fossil fuel by 2010 and 100
percent less by 2030. Both houses of Congress overwhelmingly approved
the measure.
