It is important to emphasize that the real reason most employees seek out unionization is not wages and benefits, but a belief that they are somehow being unfairly treated, discriminated against, not listened to, and ignored. Thus, the most susceptible industries are those with relatively low-skilled employees. Managements spend little time investing in training and efforts to involve such employees in building a high morale team of workers. Unions have also targeted minority workers. Since Local 1199's efforts to organize Johns Hopkins Hospital in Baltimore in the 1960s, civil rights leaders have equated civil rights with employee rights.
