American Express announced in April that it would build a new data service center in Guilford County, North Carolina, creating 150 jobs. At the time, the credit card company was seeking incentives from the Guilford County Board of Commissioners. But it said this week that it would not seek any incentives from state or local governments.

American Express will spend $400 million on the facility, and forego $13 million that officials considered offering the company. That money would have gone to job creation, as well as water, sewer, and road improvements.

County Commissioner Paul Gibson said he thought American Express declined the incentives because it considers Guilford County a solid site for business.
