Milken Institute: Best-Performing Cities 2010
The Milken Institute named Killeen-Temple-Fort Hood, Texas, to first place of its top 25 best-performing metro areas.

For small cities, Fargo, North Dakota-Minnesota, captured the leading post, while another North Dakota city, Bismarck, took second place. Clarksville, Tennessee-Kentucky, was the biggest gainer, moving up 97 spots from last year's index to 39th place.
Texas cities also swept the index's list of top 25 best-performing cities, with 11 metros earning honors. These communities benefited from a low cost of doing business, military Base Realignment and Closure (BRAC), trade with Mexico and South America, and other factors.
Regionally, southern metro areas captured 21 of the top 25 spots. The Northeast and West each had two metros in the top 25.
