Rankings Useful When They Align With a Company's Needs

When are state rankings and awards useful when a business is considering relocating?

It is only helpful if the criteria for the award or the criteria for the ranking is based on the key criteria for the company. The question is, what is the ranking based on? Is it based on taxes, property costs, quality of life? From there, a company needs to ask, how does this criteria align with our needs?
