Otto Aviation Plans Jacksonville, Florida, Manufacturing Operations

Aerospace company Otto Aviation plans to establish production operations in Jacksonville, Florida. The more than $430 million project is expected to create at least 389 jobs.

The investment will include the construction of a new 850,000-square-foot manufacturing facility, located at Cecil Airport, which will produce the company’s Phantom 3500, a fuel-efficient new jet.

"This new facility will become more than a manufacturing site — it’s the launchpad for the future of sustainable aviation," said Paul Touw, CEO of Otto Aviation. "Jacksonville stood out as a city that shares our long-term vision: pushing boundaries in aerospace innovation while creating high-quality jobs and meaningful impact. We’re excited to become a part of this dynamic community."

To support the project the State of Florida has approved over $430 million in Corporate Income Tax Credits and High Impact Performance Incentive (HIPI) grants. Additionally the Jacksonville Aviation Authority has approved a $34.9 million incentive package and the City of Jacksonville has approved up to $20 million in a Revenue Enhancement Value grant.

Otto Aviation is focused on transforming private and regional aviation through innovative aircraft design, specifically emphasizing fuel efficiency and sustainability. The company’s Phantom 3500 is a twin-engine business jet designed to deliver fuel efficiency, extended range, and reduced emissions.
