North Wind Plans Rosemount, Minnesota, Research Operations

01/27/2026
North Wind, provider of ground-based testing for the aerospace and defense industries, plans to establish research and development operations in Rosemount, Minnesota.

The $1.1 billion project will include the purchase of 60 acres of land and the construction of a new 250,000-square-foot facility which will serve commercial and government customers, providing independent, high-fidelity ground testing across a full spectrum of flight: subsonic, transonic, supersonic, and hypersonic. Operations are scheduled to begin by 2030.

“We’re excited to design, build and operate the Minnesota Aerospace Complex in Rosemount,” said North Wind President and CEO David Meier. “We have a strong partnership with the University of Minnesota and they will be doing the modeling and simulation work side-by-side with us. We think this will be a critical research center in the U.S. going forward.”

North Wind Group is a government contractor specializing in environmental, engineering, construction, and technical services for federal agencies, including the DOE and DoD.

“The North Wind investment will be the foundation of a new high-tech industry in Minnesota. This project is a step toward realizing our vision for our next economy, which creates inclusive opportunity for Minnesotans by solving the hardest, most important challenges for the nation and the world,” noted Peter Frosch, President and CEO of GREATER MSP. “This investment helps renew Minnesota’s national leadership in cutting-edge technology and positions our region as a place where the future will be made.”
