Aon Consulting: 2010 People Risk Index Ratings
New York and Los Angeles were the lowest-risk cities for hiring employees, according to Aon Consulting.

The survey considers 90 cities around the globe selected based on population size and growth rate, level of foreign investment, and geographic spread.
Overall, Toronto took the top spot as the city with the least risk when it comes to hiring. Singapore, London, and Montreal also ranked highly. New York and Los Angeles were the only American cities named among the 10 lowest-risk locales. And Singapore was the only Asia Pacific city ranked as in the 10 lowest risk.
Government factors were the biggest determinant of overall people risk. Cities with the lowest risks generally have transparent, non-confrontational, and even-handed governments with regards to employment issues. They also have a legal system that supports employment equality and limited corruption.
High-risk cities tended to have ambiguous, unenforced, or missing government policies with respect to employment. They also generally had higher crime rates, creating risks for employees.
