Boosting Semiconductor Manufacturing in America

Often referred to as “fabs,” the plants producing semiconductors are all big-money investments promising big job counts.

It was the perfect storm for the semiconductor industry. The COVID-19 pandemic stirred up major trouble in supply chains in early 2020, including disruptions in chip manufacturing in such places as South Korea and Taiwan. Meanwhile, demand for semiconductors increased, in part because the pandemic had so many people working from home and needing new computers. The result: serious shortages of chips, some of which persist to this day.

By 2022, the semiconductor industry was responding with a flurry of chip manufacturing announcements, a number of which are on the Projects of the Year awards list. Often referred to as “fabs,” these plants are all big-money investments promising big job counts. The good news is likely to continue rolling in, thanks to the CHIPS and Science Act, signed into law last summer with the hope of further boosting American semiconductors R&D and chip manufacturing.

One of the biggest economic development projects in American history, at least in terms of dollars, is Micron Technology’s initiative in Clay, New York, just north of Syracuse. It’s a promise of up to $100 billion over the next two decades for a 1,400-acre semiconductor plant that could provide work for 9,000 people. Construction is expected to begin next year, with the first $20 billion slice of the transformative project to be operational by 2030.

Micron has another $15 billion on the line in its home state of Idaho, where it will make leading-edge memory chips. The project will manufacture a vital supply of memory for all kinds of technologies and will add a couple of thousand direct jobs to the 6,000 already working for Micron in the Boise area.

Texas Instruments chose its home state over Singapore for a $29 billion chip manufacturing facility that’ll be the Lone Star State’s biggest economic development deal ever. The initial completion date is set for 2025, and the job count in the community of Sherman could total 3,000. Taiwan Semiconductor Manufacturing Co. (TSMC), meanwhile, announced a $28 million boost to an already massive project in Phoenix, Arizona, that had been trumpeted earlier. The company will have two fabs on its giant campus, with room for four more. The latest announcement is worth some 2,500 jobs.

The other big chip announcement from the past year is in New Albany, Ohio, which is now referring to itself as the “Silicon Heartland.” It’s a reasonable nickname, given the $20 billion that Intel is investing in two chip-making factories due to open by 2025. The project will support about 3,000 direct jobs.
