Toothsure Plans Perry County, Kentucky, Operations

Toothsure, a provider of oral hygiene products, plans to establish operations in Perry County, Kentucky. The $7.3 million project is expected to create 60 jobs.

The investment will consolidate and relocate the company’s full supply chain operations into a single facility, increasing manufacturing space for its OralVac and OralVac+ products.

“As clinicians, we’re dedicated to improving patient outcomes within the commonwealth of Kentucky and beyond,” said Toothsure co-founders Greg Baker, DMD, and Brandon Wilde, MD, MBA. “We have seen firsthand the consequences of inadequate oral care in institutional settings – from hospital-acquired infections to complications that extend patient recovery. Toothsure was built to close that gap, and this support from KEDFA gives us the capacity to expand our mission to genuinely move the needle for patients across the country. We’re grateful to Gov. Beshear and the people of Perry County for welcoming us, and we’re looking forward to being a partner in this community's growth and well-being.”

To support the project the Kentucky Economic Development Finance Authority (KEDFA) preliminarily approved a 15-year incentive agreement with the company under the Kentucky Business Investment program. The performance-based agreement can provide up to $1.6 million in tax incentives based on the company’s investment of $7.3 million and annual targets of: creation and maintenance of 60 Kentucky-resident, full-time jobs across 15 years; and paying an average hourly wage of $55.25, including benefits, across those jobs.

Additionally, KEDFA approved Toothsure for up to $150,000 in tax incentives through the Kentucky Enterprise Initiative Act (KEIA). KEIA allows approved companies to recoup Kentucky sales and use tax on construction costs, building fixtures, equipment used in research and development and electronic processing.

“The commonwealth’s surging economy is paving the way for investment and good-paying job opportunities for Kentuckians in every corner of the state,” noted Governor Andy Beshear. “This is a welcome project for Perry County and the surrounding region, providing 60 new, quality jobs and adding to the diverse range of companies that call Eastern Kentucky home. I want to thank Toothsure’s leadership for believing in what the commonwealth has to offer and look forward to their future success.”

By meeting its annual targets over the agreement term, the company can be eligible to keep a portion of the new tax revenue it generates. The company may claim eligible incentives against its income tax liability and/or wage assessments. In addition, the company can receive resources from Kentucky’s workforce service providers. Those include no-cost recruitment and job placement services, reduced-cost customized training and job-training.

“Today’s announcement is a major win for Perry County and a testament to the kind of high-tech, innovative industry HPCEDA is working to attract,” added Zach Lawrence, executive director of Hazard-Perry County Economic Development Alliance. “The creation of 60 high-paying jobs by a local, forward-thinking company represents real opportunities for our workforce and a stronger future here in Perry County.”

Toothsure develops and supplies oral hygiene products designed for patient use, offering tools and products intended to support dental care routines in clinical and at-home settings. The company’s operations include product development, sourcing, and distribution to dental providers and consumers.
