American Sugar Refining Expands St. Bernard Parish, Louisiana, Operations

Sugar manufacturer American Sugar Refining, Inc., plans to expand its operations in St. Bernard Parish, Louisiana. The more than $200 million project is expected to create 15 jobs.

The investment at the existing Domino® Sugar Chalmette Refinery will include construction of a new process building to replace existing equipment and systems which will improve reliability, reduce energy and water consumption. Operations are scheduled to begin in 2028.

“This project, our largest capital investment ever, reflects our commitment to modernize operations, enhance reliability for our customers and advance our sustainability goals,” said Luis Fernandez, President of American Sugar Refining. “We are also committed to continuing as an employer of choice for hundreds of people in the region.”

To support the project, the State of Louisiana is providing an incentives package that includes participation in the Industrial Tax Exemption and Quality Jobs programs, tied to capital investment and job retention.

“Domino has been part of Louisiana’s sugar industry for generations, and this reinvestment shows the company’s continued confidence in the state,” noted Susan B. Bourgeois, Secretary of Louisiana Economic Development (LED). “Projects like this demonstrate how legacy industries continue to modernize and compete.”

American Sugar Refining, Inc., part of ASR Group, refines, processes, and distributes sugar and sweetener products, supplying raw and refined sugar for industrial, commercial, and consumer markets. The company’s operations include sugar refining, packaging, and distribution through regional and international networks.

“This investment in Chalmette is one of the largest manufacturing commitments in St. Bernard Parish’s history,” added Michael Hecht, President and CEO of Greater New Orleans, Inc. “Modernizing this facility while retaining 500 jobs is a major win for the region.”
