Of all urban municipalities analyzed in KPMG’s Competitive Alternatives (2014) report, Winnipeg, Manitoba, Canada, boasts the lowest business costs of any city in Western Canada — and it’s also lower than every U.S. city examined.

Winnipeg is also one of only two Canadian cities served by three Class 1 rail carriers and boasts an award-winning and world-class airport, which processes among the highest percentage of dedicated air cargo flights of any Canadian airport.
